I have some opinions on rifle lights.
Since none of us make a living of bursting thru doors at night, our lights dont justify spending huge resources on.
Resources are not just
cost , but also
weight carried and
bulk accepted.
For this reason I am a big proponent of Inforce WMLs, especially the basic 1 battery ones.
I know this does not meet 2 of your requirements.
Cost: it exceeds your target cost by approx 40%
Battery Choice: It needs a C123..(they DO make rechargable C123s if you are looking at it from a preppers view!)
But everything else about these lights is so good!
They are:
-robust
-ergonomic (->at least in the basic white light only version)
-slim and slick so dont get hung up on anything easy
-Hug the rail closely which also helps them stay out of the way.
-weighs very little
-All things told still pretty affordable
Almost all my ARs have one in the 9 o clock (from shooter) position at the front easy activated via thumb just off my VFG.
Otherwise the light
weighs near nothing and stays out of the way.
IMO this must be our Key Performance Parameter!My nightfighter has an Inforce WML with the IR option on it to support the PVS14 for longer distance looks and also to "sharpen" the IR beam from the DBAL for longer night shots. Otherwise it looks/feels the same.
This is the lowest price I could find for the basic one, which is instant on/off and is generally my favorite.

In my not so distant past I did make a living busting though doors in the middle of the night and get to have fun with the youngsters every so often.
I have to disagree with you on the Inforce lights.
Initially, I liked them for all of the reasons you mentioned. You are spot on.
Then I have three of them break on me.
Inforce has great customer service. I sent the lights back and they sent me a brand new one in the package. Initially it was one light and I thought it was a one off. Then the second light broke on me so I sent those two back to Inforce simultaneously. About two months later the third broke and I lost faith.
I recently sold all three on eBay. New, still in the package straight from Inforce.
After that I have gone to an all metal light.
The main body cracked on two of them right where the light head screws into the body. On the third, it was the mount.
Feel free to keep running them, but please have a back up, just in case.
