I think off-body carry does have a place in the APC (I'm just going with it...) sphere, particularly in an environment where the expected dress code doesn't allow for clothing which would permit for effective concealed, on-body carry. I've thought about such for my MSM Adapt Pack (a modified version of the TT ROP). It is able to have its straps to be configured for a sling bag method of carry, which is a quick way to transition for to draw from the bag, as well as have the ability carry a soft armor panel in the hydration bladder sleeve. My main problem with off-body carry, which is why I don't recommend it for women with their purses, is if there is a struggle over the bag, the weapon is very close to a the assailant and more difficult for you to access.

omnivorous; What sort of environments are you talking of that the dress code interferes? The only time I can think of something like this is a full formal dress situation, and something like an ankle holster seems more practical than a manbag insofar as a)Not carrying a bag that screams 'my gun is in here' and b) actually matching what you're wearing so you don't look weird.

It has to be at least semi-comfortable, otherwise you'll give up after an 8hr day or two. Also, some may be required to were a particular uniform at work which does not at all have the right kind of cut for concealed, on-body carry.
